The City of Oakland received an $8 million Caldecott Tunnel 4th Bore settlement from Caltrans. Proposed mitigation projects in Rockridge include improved pedestrian crossings at Broadway/Keith and Broadway/Lawton intersections, bike lanes, soundwall studies, and BART bicycle parking. Community meeting set for November 8.
Public meeting held November 8 at Kaiser Elementary School where 33 draft mitigation projects were presented by planning consultant Victoria Eisen. Most public interest focused on Broadway/Lawton intersection improvements ($400,000+). Soundwalls along Highway 24 also of high interest. Public comment period extended through November 22.
$8 million settlement agreement with Caltrans over the Caldecott Tunnel Fourth Bore EIR. Final project list released March 23 includes soundwall studies along SR-24, intersection improvements at Broadway/Keith, Broadway/Lawton, College/Miles, Claremont/Hudson, bicycle and pedestrian facilities, and AC Transit Route 51 improvements. Projects numbered 1-21 funded.

The $8 million settlement with Caltrans will not go as far as originally projected; projects include intersection improvements, bike/pedestrian facilities, soundwall studies, and BART bicycle parking.

City staff presented proposed designs for the Upper Broadway road diet at a public meeting in mid-November at College Preparatory School. Support was expressed for the improvements as well as concern that lane reconfiguration may increase congestion during commute periods. Construction expected in 2015.
City staff have finished reviewing public comments on the Caldecott Settlement project list. Six more projects are expected to be funded than previously reported due to cost savings and a Safe Routes to Transit grant. Updated project costs and designs presented at January RCPC Town Hall.
Construction of the first projects funded through an $8 million Caltrans settlement over the Caldecott Tunnel Fourth Bore environmental documentation is starting this summer. Improvements include a cycle-track on Broadway, pedestrian crossing enhancements, upper Broadway bike lanes, pathway and sidewalk improvements, and a new HAWK pedestrian signal at Lawton. Future phases include bike lanes and sidewalks on Tunnel Road and safer access to the Rockridge BART station.
Multiple Caldecott Settlement Agreement-funded construction projects are scheduled: Oakland's first cycle-track on Broadway beginning winter 2015; Safe Routes to Transit improvements beginning summer 2016; and pedestrian/bicycle lane improvements at Tunnel Road/Hiller Drive intersection in fall 2016.

Multiple public streetscape and infrastructure improvements funded by Oakland's Caldecott Tunnel settlement with Caltrans were reported in progress or planned: Broadway lane diet (nearly complete), bike lanes on Broadway and College Avenue, pedestrian improvements and bulb-outs at various intersections, and widening of sidewalk along Market Hall on College Avenue. Costs were running over estimates on some projects, raising concern not all listed projects would be funded.
