Whole Foods Market is planning to open in 2021 on the ground floor of the Rad Urban Development at 51st and Telegraph. The mixed-use project — 204 residential units, 33,800 sq ft of ground-floor retail, 144 parking spaces — was unanimously approved by the Oakland Planning Commission in 2016 and was nearing completion as of this issue.
