A proposal to construct a 488 sq ft secondary unit in the basement of a single-family residence, requiring removal of the rear detached garage to provide three uncovered parking spaces. A minor variance is needed for a 3'8" side yard setback where 4' is required.
Oakland is proposing major citywide zoning amendments to encourage secondary dwelling units (ADUs) by relaxing parking requirements near BART and transit, reducing setbacks, and updating off-street parking standards. Almost all of Rockridge falls within the half-mile transit zone where no additional parking would be required for new ADUs. RCPC hosted a special Town Hall on December 9.
Oakland proposed zoning changes to ease restrictions on building secondary (accessory dwelling) units citywide, including Rockridge. Town Hall held December 9 to gather public input; city council vote scheduled for January 5. Changes include reduced setbacks, reduced max unit size, and allowance of existing non-conforming structures to convert.
The proposed Oakland ordinance for secondary units received its second public reading at the January 19 City Council meeting. A Councilman Kalb amendment was included limiting residential parking permits to three per parcel. Final adoption rescheduled to February 2 due to administrative error.
RadUrban's 204-unit residential project at 5110 Telegraph is under construction and has reached its full height. The project uses the state's Density Bonus law (offering 17 very-low-income units to gain 35% extra density and exceed the normal 65-foot height limit by one story). It will also include rooftop greenhouses for a commercial gardening operation and ground-floor commercial space including an Amazon/Whole Foods store. Modular unit installation was expected to complete by November 2019.
