Oakland General Plan Update / Housing Element 2045

Oakland launched Phase I of its General Plan Update, focusing on the Housing Element, which must be completed by 2023. Under the Regional Housing Needs Allocation (RHNA), Oakland must plan for 26,000 new housing units across all income levels.
