The City of Oakland drafted new design review guidelines for one- and two-unit residential structures in North Oakland and City Council District 1, following a 2001 zoning revision. The guidelines set criteria for height, solar access, views, and building envelopes for residential additions and new construction. Community members were largely opposed to expanding owner development rights at neighbors' expense.
