City Council unanimously approved the tentative purchase of Clifton Hall dormitory (built 2005) from CCA for $13 million, funded by the State's new Homekey program and City housing funds. The 62-unit building would provide 42 units of permanent housing for extremely low-income seniors and 20 units of transitional housing for formerly homeless families, plus an office for a nonprofit serving homeless people.

The City of Oakland is purchasing the California College of the Arts dormitory building to repurpose it for transitional and permanent housing plus on-site support services for unhoused Oaklanders. Sale scheduled to close in December 2020, with move-in slated for March 2021. Separately, the revised plans for the remaining CCA site include only 10 percent 'moderate' income housing, which UBA criticizes as insufficient.
By late January 2021, 59 residents (including 31 children) had moved into the transitional family facility at Clifton Hall, the converted former CCA dormitory. Two additional floors for permanent senior housing are planned to open later in spring 2021 after renovations. UBA is raising funds for resident welcome bags and investigating whether a small outdoor play area can be constructed.

East Oakland Community Project manages 20 transitional shelter units for families (operational since December 2020); Satellite Affordable Housing Associates (SAHA) will operate 40 permanent housing units for formerly homeless seniors, scheduled to move in spring 2021.
